DEAL Open Access Services (DEAS) gGmbH exclusively and directly pursues non-profit purposes within the meaning of the "Tax-Privileged Purposes" section of the German Fiscal Code and has been recognized as a non-profit organization since January 1, 2022 by decision of the Munich Tax Office dated March 28, 2022. It primarily addresses public contracting authorities, for which it acts as a central procurement body pursuant to Section 120 (4) of the German Act Against Restraints of Competition (GWB), concluding the DEAL contracts as framework agreements within the meaning of public procurement law with scientific publishers.
